The Jordan Valley Water Conservancy District covers the southern Salt Lake Valley — from Midvale down through Sandy, Draper, South Jordan, West Jordan, Riverton, and Herriman. JVWCD stacks a $1.00/sqft district bonus on top of the state's $2.00/sqft base, and adds another $1.00/sqft if you convert to drip irrigation. That's $3.00/sqft base — $4.00/sqft at full stack with the drip bonus — plus up to $50,000 per application. Removing grass before receiving written approval disqualifies the entire application.
Are You Eligible?
Turf area must be at least 200 sq ft to qualify.
Turf strip must be 8 ft wide or wider — narrow parkstrips under 8 ft are excluded.
All existing turf must be fully removed down to bare soil (sod, roots, and all).
At least 50% of the converted area must be covered with living water-wise plants.
Irrigation must be converted to drip or bubbler — no microspray heads remain in the rebated zone.
A pre-approval site visit is required before any work begins.
A post-installation inspection is required to verify compliance before the check is issued.

How to Apply — Step by Step
Do NOT remove any turf until you have pre-approval in writing. This is the #1 reason applications are rejected — and the disqualification is immediate and permanent.
Step 01
Submit the pre-approval application online or by mail with property address, turf area measurements, and a site plan sketch
Step 02
JVWCD schedules a pre-approval site visit — allow 2-3 weeks for the visit to occur
Step 03
Receive written approval before beginning any removal work
Step 04
Complete turf removal and install low-water plants, hardscape, and drip irrigation
Step 05
Submit post-installation documentation including before/after photos and the completed plant/material list
Step 06
JVWCD conducts the final inspection to verify compliance
