Washington County Water Conservancy District serves St. George and the surrounding communities of Washington, Santa Clara, Ivins, Hurricane, and beyond. WCWCD pays $2.00/sqft for the first 5,000 sqft of converted lawn — then $1.00/sqft for any area above that threshold, up to the $50,000 maximum. A tree-planting bonus of $50 per qualifying tree adds real value on properties with space for canopy.

Are You Eligible?

  • Minimum conversion area is 200 sq ft.

  • Turf strips must be at least 8 ft wide — narrow strips are excluded.

  • All existing turf must be removed to bare soil before the final inspection.

  • At least 50% of the area must be covered by water-wise living plants.

  • Drip or bubbler irrigation is required in the replaced zone — no spray heads.

  • Pre-approval and an initial site visit must be completed before any removal work begins.

  • WCWCD applies $2.00/sqft for the first 5,000 sqft, then $1.00/sqft for any square footage above 5,000.

  • Qualifying trees planted in the converted zone may add a $50/tree bonus.

How to Apply — Step by Step

Do NOT remove any turf until you have pre-approval in writing. This is the #1 reason applications are rejected — and the disqualification is immediate and permanent.

Submit a pre-approval application to WCWCD with your property address and turf area measurements

Step 02

WCWCD conducts a pre-approval site visit to verify measurements and existing conditions

Step 03

Receive written approval confirming the rebate amount before beginning any work

Step 04

Complete turf removal and install low-water plants, hardscape, and drip irrigation

Step 05

Take required before and after photos of the converted area

Step 06

Submit post-installation paperwork to WCWCD including photos and plant/material documentation

Common Reasons WCWCD Applications Are Denied
  • The rate steps down to $1.00/sqft after the first 5,000 sqft — budget accordingly for large properties.

Why does WCWCD pay less per sqft above 5,000 sqft?

WCWCD structures its rebate in two tiers to maximize the number of properties that receive funding. The first 5,000 sqft earns $2.00/sqft; anything above 5,000 sqft earns $1.00/sqft. For a 10,000 sqft conversion, that's $10,000 at full rate plus $5,000 at the reduced rate — $15,000 back.

What qualifies as a 'tree bonus' under WCWCD?

WCWCD pays $50 per qualifying tree planted in the converted area. Trees must be on the district's approved species list, planted in the rebated zone, and irrigated with drip.

Is the 200 sqft minimum the same as the state minimum?

There is no single statewide minimum — each participating district sets its own. WCWCD's minimum is 200 sqft, the same as JVWCD and Central Utah; Weber Basin requires 250 sqft and SLC-area providers 150 sqft. Areas under 200 sqft do not qualify under WCWCD.
