Weber Basin Water Conservancy District serves the northern Wasatch Front — Ogden, Layton, Bountiful, Farmington, and the communities between them. The district participates in the Utah Landscape Incentive Program at a flat $2.50/sqft rate, with no district bonus or drip add-on. That said, $2.50/sqft is still meaningful money: a typical 2,000 sq ft front-yard conversion returns $5,000, and a larger property can reach the $25,000 cap.

Removing or disturbing any turf before approval is received will disqualify the application.
Are You Eligible?
Turf area must be at least 250 sq ft.
Turf strip must be 8 ft or wider — parkstrips under 8 ft are excluded.
All existing turf must be fully removed to bare soil.
At least 50% of the converted area must be covered by water-wise living plants.
Irrigation must be converted to low-volume drip or bubbler in the replaced zone.
Pre-approval must be obtained from Weber Basin before any work begins.
Final inspection by Weber Basin is required before the rebate check is issued.
Property must be a Weber Basin metered connection — multi-family and HOA properties may qualify on a case-by-case basis.
How to Apply — Step by Step
Do NOT remove any turf until you have pre-approval in writing. This is the #1 reason applications are rejected — and the disqualification is immediate and permanent.
